Phishing government scam

I received a text from this number last night.  I have no idea how they got my number; since I am registered on the Do Not Call Registry.  Anyways... they took $ 9.99 from my balance.  How do I get this money put back on my phone when I did NOT authorize this charge.  I am writing/complaining to everyone I can think of.  
This is a major SCAM that is not fair to me.  I have a government phone and am on a limited budget.  I have heart/health problems and live alone.  
I will continue to fight for my monies as long as I have to.

I, too, am receiving text from this number.  I am also on the Do Not Call Registry.  They haven't taken $9.99 from my balance, but I am getting a charge per text.  I, too, have a government Assurance phone an on a limited budget.  When I text back to say REMOVE, it says I am not registered and leaves this number for "support."  You call the number and it says "all circuits are busy now try later; vacant report"
