I was directed to call this number & I think it MAY be a scam

So, you visited 800notes.com, and then were directed to call 855-790-7607? That didn't happen here.

Maybe it was the voices in its head?  Or possibly the neighbor's dog gave him instructions?

100% scam, called855 790 7607, was told to call second number 877 978 1106, some guy picked up so i stated asking:  i received that [***] info in my browser, why they want me to tell them 4 digit pin shown on the scree, asked also if they are trying to access my computer and why, than i asked it it even legal   and guess what, stupid [***] hang up.  100% SCAM.  they prob want to access your computer remotely or something.
