Automated phone call saying this is a debt collection call and is for a specific person whom does not live at our house and cannot get them to stop calling us. When we call the number it says the call will be recorded for "quality purposes" and no one comes on the line, then it disconnects.

Yes, I have the same experience. I cannot stop or block the calls. They just call on another outbound line.

This number calls my cell constantly for a person not there stop calling it's a waste of people's minutes

I get calls from them daily, sometimes 3 times a day.  I've blocked their calls but they are still able to leave voicemails which they don't say anything.  I think the person that had my number before me has some outstanding debt.

I just got this message in my email. This number is on it. I was alarmed for 2 seconds until I saw that email address that looked like my little brother made it up. What a waste of my 2 seconds!
