I call them and use my middle name and I presented to say I'm his brother and would like to get some information on why pretended brother. They figure out that I am one of the same and said that they will tack my phone number and harassed me with an Form 1099-C, Cancellation of Debt. This is nothing but a debt collector and if they tried to harassed me again I shall report them.

This number is calling my business phone, and parent's home saying they are going to press charges against me for "wire transfer fraud".  When I asked them to contact my lawyer and debt consolidator/credit councilor, they said "we don't work with them, and we will be pressing charges".  I hung up and inquired about their supposed "debt" with my lawyer and was told (after he did some digging) that this is a scam and their calls should be ignored.  He said they threaten with police action to get people to pay over the phone.  I have been working hard trying to improve my credit score and get it back to where it needs to be after losing my job two years ago and making a mess of it.  How did they get my information?

I received a few calls from a Joseph Allen identifying himself from Jacobsen and Wright. He stated I owed a debt to VC Funding for an old payday loan. They had my correct old Florida address and I may have taken a payday local out from them 6+ years ago. He seemed legit. The county process server called and identified they would be coming to my house tomorrow. I called Jacobsen and Wright, a law firm in Jacksonville, Florida. The woman stated it was a scam. She checked to see they did not have any file on me and no Joseph Allen works there. Be very careful.

No - it's a scam.  If you were going to be "served" a court summons, you wouldn't get a call - the process server would just show up.

Its probably a coincidence in all reality. Most of the extortion scammers are far far away and most are not even in the US. Do file police reports, and as for your extortion scammers, File reports with the FBI, your state attorney general and Department Of Justice,CFB,FTC & FCC..
