I would suggest anyone getting calls and being told to call this #.  Look up the name of the company, Capital Harris Miller and Associates.  Lots of good reading on BBB website.  Do not pay them anything.  They refuse to verify anything and are very rude.

On 8/27/14 I received a voicemail at work from 310-598-7266 from Connie Brown.  She said that she wanted to speak to my supervisor regarding serving papers to me. She gave claim # of 8144640 and said that the call was regarding an order that had been submitted to her office this morning. She stated that she needed to verify an address to present a claim at my residence and place of employment. She said that I have charges in a claim filed against me. She said that the contact for the company who has presented the matter can be reached at 855-873-7534 and that if I didn't resolve the matter today she was coming to my work to serve me papers.  
She also left the same message on my cel phone except that her call came from a different phone number (626-209-0281). When I called back both phone numbers, there was the same recording which said "You have reached the investigation department. This line does not receive incoming calls" and then hangs up.  
My husband called me a few minutes later to tell me that his secretary also received a call from Connie Brown saying that there was an investigation against me and that I needed to call her back.  
I called 855-873-7534 to find out what was going on and asked to speak to a supervisor.  I was advised that there were no supervisors available. They asked me for a file # and I gave them the file # which was left on my v/m.  They said that i owe for a payday loan that I tool out from Horizon back in 8/2013.  I have never had a payday loan. When I asked them to validate the debt and asked them why they weren't following FDCPA protocol by stating that they are a debt collector and leaving personal information on voice mails, they got very upset. They said that they didn't leave the message.  Their investigator, Connie Brown leaves those messages and then I asked them for her phone #. They said that they have no contact with that individual and that she only serves and locates people.  I told them that she without a doubt already located me and asked them to have her serve me and refrain from calling me. They said that they could not control when or where she contacts me.  
This debt is invalid and there are several complaints online that they are a scamming debt collection company who uses scare tactics to get people to pay.  
Do not pay these people.  They are trying to bully you into paying a debt that they will not validate. My attorney confirmed that they are a fake collection company and clearly, they do not follow FDCPA.

A man called me claiming to be a process server looking to verify my address. I knew it was a scam and I asked him why he was calling from a California area code if he was in Connecticut, he claimed go be calling from a CT area code and I hung up. He called me back from a completely different area code and I hung up on him again. He called a third time, this time from a New York area code. He gave me a claim number and told me go call (855) 873-7534. I know this is a scam as I've gotten similar phone calls before. These people try to bully you and use scare tactics into paying them money. DO NOT GIVE THEM ANYTHING. If you ask for a certified letter stating the validity of your "debt" they won't give you one, they'll offer to send an email instead. A real debt collector would send you an actual piece of mail and wouldn't use scare tactics. I've filed a police report against one scam company already and I won't hesitate to do it again if they keep harassing me.
