They constantly call from MULTIPLE numbers and despite me telling them I don’t know the person they’re asking for, they will continue to call. They’re trying to collect on a 16 year old debt for someone I don’t know… I have asked for them to stop calling and requested only written communication, but they still call for this unknown person multiple times per day and from tons of different numbers. I block each one and they just call from a different number. I’ve had the same number for almost 25 years, but I have no clue who this person is they keep requesting to speak to - and they are relentless despite such an old debt. I didn’t even ask about the debt since it’s not mine and I don’t know the person, but they volunteered this confidential info anyways…MOST ANNOYING & UNPROFESSIONAL COMPANY!

Portfolio Recovery is, by far, the worst of the "legitimate" debt collectors.

That is a violation of the FDCPA.  Debt collectors are not allowed to discuss details of a debtor's debt to anyone but the debtor themself or their attorney.
You will need to send them a "Not Me!/Cease and Desist" letter via Certified Mail to them at their main corporate address:
120 Corporate Blvd, Norfolk, VA 23502
Always send formal correspondence with a debt collector via USPS Certified Mail and request a return receipt. This provides proof that the letter was received.

You should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are:  https://www.consumerfinance.gov/complaint/

Also file complaints with the FTC:  https://reportfraud.ftc.gov/

Also file a complaint with your State Attorney General's office.
