    I also get these calls on my cell- when i call back it is a fast busy signal

    This is a call-back number given in a message left on my home landline.  The beginning of the message was muffled, but the man said he was a "tax collector."  I'm pretty sure that neither the IRS nor the state revenue service employees refer to themselves in that way.  Probably a scam.
