i acutally recieve a card from this number in the mail stating they are rush card something didnt seem right when i called customer service number it keep saying i had to add money before can use card which i thought was weird straight scam.

You need to know this is a horrible scam. They will be asking for as much money as they can get away with, not just $4 dollars. These are crooks, probably outside of the US, and they don't care if you are homeless and broke.  They will still take any money they can get from you.
- There is NO Federal Grant. They are liars.  They will only build your hopes and then take anything and everything.  
Do not talk to these crooks!
