Definitely NCO Financial. Automated dialer. Answered met with message please stay on the line. A woman named Stephanie came on the line talking to me about an HBC Card I had - I had one until 8 years ago but paid it off with a chk from my MBNA card and I turned it in to the Customers Service Desk. It was a store card I got rid of it very soon after I got the MBNA Mastercard the interest cost was huge on HBC and I got a no interest for 11 months for MBNA.

Apparently now I owe $3,000 + on the HBC card. Zellers Store where I had the HBC Card no longer exists here. The Zellers Stores in Canada were all bought out by Target USA so they could use the retail space when they tried to do retail in canada. I think all the HBC card customers were bought up by CapitalOne and I paid off the card before all this crap happened and I returned the card to the Customer Service Desk at the Zellers Store where I originally got it.

    What a screwed up world.

They also buy zombie debt. Zombie debt is old debt that they pay anywhere from 1-5 % for it.  They try to collect 100% for it.  In Ontario, Canada, they only have 2 years from the date of last activity to sue the alleged debtor for the money.  It is called the statute of limitations.   Outside Ontario and in the U.S., it might be 2 years too.  Check your local laws if you are not sure.   If the original creditor decided to put the alleged debt on a credit report, it should only be there 6 years from the date of last activity.  If the alleged debt is not on your credit report and if they cannot sue you for it, there is no advantage to pay it for the consumer.............NONE.   You may have to put up with some harassment from them.  If possible, ignore and block them.  Do not engage them.  Do not give them your private information.   If the alleged debt is statute barred but it is on your credit report, there may be an advantage to pay it. For example, the alleged debtor may want credit to buy a car or house.  Beware:  It is not a guarantee that it will make a difference.  The alleged debt they are harassing me about is 15 years old.  I know they bought it and they are not collecting on behalf of a creditor. They are not getting anything.  They can waste their time and money.  I don't care.   I know they won't ever go out of business because there are too many ignorant people who don't know their rights and they give them money.

I love being able to block these numbers with today's smart phones. Soon these collection agencies will be a thing of the past. The practices they use are borderline illegal. I'm amazed that they manage to get anyone to pay them anything, ever.

This is the answer from January 3, 2010.
Good luck! Ps. I care... :)

Under the TCPA, a consumer has a right to file a lawsuit and recover $500 for each call that violates the TCPA. The TCPA can also be used in conjunction with the Fair Debt Collection Practices Act in some situations.

Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.

This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc.  NCO Group is a debt collector that uses automated prerecorded collection calls.  In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc.  Mr. Watson filed suit under both the FDCPA and TCPA.

    David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors.  Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call.  Judge Davis wrote;

[The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.

Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.

So what can you do if you receive "wrong number" calls from debt collectors?

    1. Sign up for the Do-Not-Call registry.
    2. Save the calls captured by your voice mail or answering machine.
    3. Contact a consumer lawyer.

lmao - they have switched number they are calling from again and now and even their stern scary (lmao) voice saying a final decision has been made and I must call (and they give a name and make it sound like a lawyer "the office of..... blah, blah, blah" but is really just a new agent trying to get the commission.

The name mentioned has been a female for a long while, then some dude and now back to a different female.

same message though  "a final decision has been and action will be taken unless I call the 'scary dude' number."

    800 Service   8558010661
    800 Service   8668870752

some of the numbers they use are

    8332681005 8332681005 8663486585 8662721894 8558010661 8668870752

Call display might show up as
        800 Service
        Toll Free Serv

Occasionally, the agents mess up and you might see call display that reviews the region they are dialing from (examples below)
        WINNIPEG, MB
        LONDON, ON
        HALIFAX, NS
        MILTON, ON
On on other - rarer occasions, they will really mess up and have call display show
        CBV COLLECTION

Finally sometimes call display will actually show the number they dialed from

Tell them to call the RCMP  or 1-855-560-1415 or 1-855-272-1215.  Maybe they are one of the same.  I get these calls in triplet with the numbers above.

I got a call from a woman at 886 272-1894 asking for a person I don't know. I told her I don't know who that person is and she said that person called from my number. I said that is impossible and I have had this number for several years and I do not know that person. If they call back I will hang up and block them.

    flabbergasted
Have been getting calls from this and other numbers NCO uses. Have no debts associated with NCO. Apparently the person who had my number before has debts that NCO is trying to collect. I have repeatedly told them that my number is no longer associated with the person they are trying to collect from and this has been going on for 5 yrs now. May have to contact a lawyer as this is a mobile and they are calling at all hours of the business day.

    800 series all blocked
This number calls my landline several times a day 6 days a week, I have it blocked so once in a while I'll look at my call display and I'll see this number multiple times.  Since they are blocked my phone doesn't ring and doesn't register a missed call, just adds to my list of calls that came thru.  Obviously must be computer dialed I can't see a person sitting there calling my number several times a day just to hear a 'beep' then dial tone.  Been going on now for the past year since the person who gave out my number moved out.  Of course I'll never answer this call since it will start from day one regardless that it has nothing to do with me anyway.  We are seriously considering dropping our landline anyway since it's only telemarketers or scammers who call it anyway.   People who know us call our cells or text us anyway.
