    Caller has tried from several locations, inferred from drastic differences in background noise.  Caller attempts in the morning and in the early evening, for a total of twice a day.  Caller does not speak, though first call was from a crowded room or bar, and I thought the caller might have spoken (given subsequent behavior though that was likely someone else's voice).

    First I get calls from 602-889-8022 and now from 866-375-9742. I have been listed on the Do Not Call national program yet still get these. How do they get away with it? I never pick up the phone when I do not know caller.
