Why do they think I will call them... I won't

I received a text also offering me to make 5100; wrote them back & asked if they were going to pay the taxes for me on that amount....LOL  They gave me a number in PA to call, but forget that.

Received the following text "a lot of families think of collecting 4,700 a month.

write stop to stop". I blocked the number

Left text message for "Herbert". for pre-approved 4-5.5 K cash infusion.  From bizloanworld.us/.
There is no Herbert at my number but, some collection agency I believe has been harrassing me for at least 2 years calling and asking for 'Herb'.  I wonder if the 2 are related in any way.
