I call the number and it's a cell phone company trying to sell you Cell phone service.

They have being calling all day, every day this week.  I called the number.  I received a fax machine. Sure, I want to know who this is.

I keep getting calls every few minutes! I want them to stop!!! I can't have my phone on anymore because it rings constantly!!! What do I do? Can I do anything? The number is "unavailable" sometimes, sometimes appears as a 000... but usually its a 866-381... number. I'm getting really upset by this.

Call your telephone company/cell phone provider and complain. Repeated calling is an abusive activity known as "slamming" and the phone company will investigate.

I've been getting these same numbers and a few others from the same [***].  The people that I have actually spoken to and told them NOT to call me anymore were from INDIA!!  I'm sick of the repeated phone calls as well.
