Number appeared in a pop-up saying that my phone had been locked because "certain illegal content" had been detected and that my Google account was disabled. Asked to call the above number. If I cancelled out of the warning message, it asked if I wanted to leave Incognito mode. If I say "Stay", it went back to the warning message, basically a loop. If I said "Leave", I was automatically directed to my phone app with the number pre-entered, apparently so I could call them.
