That’s actually not true at all. In Ontario Canada, collection agencies are only allowed to call 3 times a WEEK, not multiple times a day. If they cannot or refuse to provide a verification of the debt they are attempting to collect on, then they must remove your number IMMEDIATELY. Lastly, every person in Ontario has the right to tell any collector agencies to cease and desist via registered mail, in which case ALL CALLS MUST STOP and they will have to legally restrict any further communication to mail or email (if you prefer email).

So what happens if the party being called doesn't live in Ontario?

Not true.  You should read the statute before commenting with false information.

These jerks have been calling for months.  Never leave a message and never send anything in the mail.  I finally answered today.  They say they are calling for my son regarding a Rogers bill.  Possibly an old cell phone dispute I think.  I questioned why they'd been calling for months yet NEVER leave a message or mail anything.  I said you are a scam and the individual with an Indian accent said no, they aren't.  I said give the details,  he refused and I said why don't you leave the details or mail something.  He said that is the way the system works.  I said you need to prove this isn't a scam.  No response.  My son will call but he won't be sending a dime unless they mail something which in turn we will check with Rogers before paying.
