I wasn't home when this call came in and no message was left.

I am not sure if I received a call from this number, but a $19.XX charge and another 19 cents (possible foreign transaction fee???) appeared on my credit card with this number showing. This is the 2nd time in 3 months that a charge like this came through. I disputed and it was removed.

This number showed up on my bank account transactions along with the name PLC SHANGHAI I haven't been to Shanghai nor have I purchased anything online in the last 3 months. Every time I've utilized my card has been a POS transaction in person. Needless to say I contacted the company and demanded a refund of the charge ($39.69) plus the transaction fee ($1.19)...This company is a SCAM!!!

Needless to say that if this company is a scam they will not refund your money.  Especially when the proper place to dispute the charge would have been with your bank.  You see you have a limited amount of time to dispute that charge with the bank, usually 60 days.  After that the bank has the choice whether to help you out or not.

Just to add on: It's worse if you pay by debit card. In those cases the amount of time to dispute can be as little as 2 days. Again, after that the bank can act at its discretion.

I think you are wrong on that, but I would have to check to be sure.  The bank might want you to believe that, but legally they have to follow certain rules, one of them being the Uniform Commercial Code.  Again though, I have to dredge out my law book and look it up.

They didn't call me that I remember but their number appeared on fake charges on my card like others have said here
