    Calling my family to tell them I have a warrant out for fraud, something definitely not right about these callers.

    They are just trying to scare you. Only judges issue warrants and they are only issued to duly constituted law enforcement  agents.  This is a call from a debt collector.  Being in debt is not a crime and you can't be arrested for it.  Block their calls and ignore them.
