This is a call from a loved one in jail

So I get a call from 866-654-0260 at 2:30 AM Sunday morning.  The recording states this is the Madison County Jail and would I like to receive a call from "Eddie" (yes... that is his real name and I do not want to protect the guilty).  At 2:30 in the morning, the brain does quite know what to do and after a 10 second delay, I realize I don't know any Eddies... so I hang up.  Back to bed once the heart rate drops...and then at 3:19 am, the dang phone rings again!  Same recording...same Eddie....this time I listen to the options given and select "6" which indicates that I will no longer accept calls from that number.  Sorry Eddie... I don't know ya... and if you too drunk to dial the right number twice, perhaps a night in jail might just help you.

We got a call from 866-654-0260 AM today.  There was a recording that kept saying the call was from the Madison County jail, but I don't recall any name being given.  It was disturbing as I don't know anyone in jail and certainly hope that it wasn't someone I DO know making their "one phone call."   Why do they allow prisoners to use the phone in the wee hours of the morning anyway?  Oh, and today, my phone doesn't work.
