They offer you a credit line increase for your Visa card. That's what they offered me.

same here. called credit union they said "Nope, not them"

This appears to be an associate of ELAN Financial, which is a gateway company or whatever for Visa credit cards.  They sent me a robotic voicemail from that number with my name and said that I was eligible for a credit increase on one of my cards.  They said for details I should go to a website that actually is the website that I control my credit cards from so it sounded legit.
To check, I called the support number on my card and they said I was in fact marked very recently to be up for a consideration of a limit increase so it was a legit call.  If you call your bank though, they have no idea what Elan financial is up to, they just get people to sign up for cards with them, so they'll assume it's a scam but it's not.
So basically log into your credit card website, hit the request credit limit increase button, and you'll probably get approved.  Otherwise ignore it.
