It looks like the number 866-667-6437 is used for a legitimate project by Net10 and related phone services.  See the description at https://www.net10phoneexchange.com/, which I got to from the Net10 web site.  It looks like 2G network coverage is being reduced by some of the carriers so Net10 subscribers need to upgrade their phones or something.  I've not called the number yet to find out the details.  But it looks like it's legitimate.

Got voicemail + e-mail + text message regarding my old technology Tracfone.  I haven't called the number yet, but following is what's floating around the net.  Supposedly, there is an April 22, 2016 deadline ... at least for my phone ... to convert to a 4G-capable phone.

    2G Migration Eligibility
    PHASING OUT 2G NETWORKS

In order to prepare for new cellular technologies, our network partners are beginning the process of phasing out their 2G coverage. Due to this, TracFone, SafeLink, Net10 and Straight Talk will no longer be able to provide coverage for customers using 2G phones. You may begin having service interruptions in the near future, particularly if you travel, as certain areas are being impacted earlier than others.

If you have a 2G phone, your phone will stop working entirely – and you will need to replace it. Do it now to avoid any service interruptions.

To verify if you have a 2G phone, and to see your offers, please enter your phone number and the last 4 digits of your Serial Number below. If you need assistance, please call 1-866-667-6437.

It is true that 3G will go out of existence soon. It is time to update or replace your device.

This is TracFone's "migration" line. It's an automated service to check if your phone is eligible or needs to be ugraded due to network changes. Last used in 2016-2017 when 2G phones were due to stop working because the carriers were getting rid of 2G cell networks.
This number is being used again in 2020-2022 because carriers are now getting rid of 3G cell networks. As of June 2022 all carriers except Verizon have shut down their 3G networks. Verizon's will shut down by Dec. 31, 2022. Currently the line is called "Verizon migration", but it's run by TracFone, not Verizon. It has nothing to do with Verizon's acquisition of TracFone.
If you have a phone that's 4G, LTE, or 5G, you don't need to bother with this migration line. It's only for upgrading (often for free) your 3G-only phone.
It's difficult to get a live person at this number, so call 800-899-8789 instead and that will get you directly to a TracFone migration live representative with usually no waiting time.

A trac phone text came and said due to network changes my current phone would stop working and I'd need to get a new one. I called the number and it sounded like my phone had already stopped working, then after a moment and some clicks, an east Indian woman answered and read the same message I received. Asked my first name, and   " just for verification we need the number of the last credit card you used on this phone" . I told her I have never used one, and she told me she was unable to help me and my service would be permanently disconnected . I called back and spoke to another East Indian woman who went through the same thing. After I told her that there must be another way,  she told me "I'm sorry, I'm just reading what they told me too".

Rather than call some phone number sent to you in a random text, you should have contacted your phone service provider at a known number (off of a billing statement or their web page) or gone to one of their stores to check the validity of the claim.

Forward unwanted spam/scam texts to 7726 (SPAM) and let your phone service provider deal with them.
That number was set up by the phone companies to combat spam texts and they can shutdown offending phone numbers.
Never reply with "STOP", scammers will not honor the request (they have no honor to begin with) and it only verifies that they have texted to a valid number and a person who reads their texts.  It will not STOP the texts and may actually make them more frequent.
Never click on a link in such a text as it may cause malware to be inserted on your phone, and even if it does not, just as with replying "STOP" the scammers will know they reached a valid number.
Do not repost any links included in the text message to sites such as this one.
    Also, report them here:  https://www.ftccomplaintassistant.gov
