purported to be from the Bank of Pennsylvania Fraud Protection department (hint, the Bank of Pennsylvania went out of business in 1857) and that my card had been declined for a $455 moneygram(?).  They left a number I was supposed to call to straighten things out and secure my account.

I got this exact same message.   I didn't call it back, instead I contacted my bank.  This is a scam call

The recorded message supposedly was from Phila Police and Fire Credit Union, advising me that I debit card transaction had been rejected

Although the fake "bank alert" was supposedly from Phila Police and Fire Credit Union, when I called back, the recorded message that I started to hear stated that I had contacted the Capital One fraud prevention unit!

Same here only the message said $485 was declined. I don't have that type of card and I don't use Moneygram so I knew that was wrong.
