    They may be using skip-trace services, which would allow them to find relatives.

    They prefer to call relatives, the older the better.  They'd rather call a relative first than the intended victim. They're trying to panic the whole family.

    It's a scam, an extortion racket.  They want you to pay without checking them out or demanding proof of this "debt".  You might not have as much money as they want, so if they panic the extended family, they might cough it up.

    You and your husband's birthdays would not be on your daugher-in-law's father's loan applications, nor would it be on his credit reports.

    Calling you to reach him, and also having your information, points to using skip-trace services like Accurint or Choicepoint.

    Many complaints against them are reporting that they first call a relative, not their intended target.  This appears to be intentional, beyond what could be explained by trying to "locate" the target.
