Caller ID is 'Out of Area".  When I looked up number on call log, it is preceded by 011 - indicating an international caller.  I don't believe this is spoofed because I've called the number several times.  Each time, after several seconds delay. you hear the recording  "Lines are temporarily busy, 0106. Please try again later."  which just repeats itself. You can hit any number on your phone keypad, the recording just replays.   It could be one of those 'virtual toll free numbers' that tie back to an unknown number.  Very is dodgy, very very likely a scammer/phisher.  Might be trying to get you to answer live resulting in charges on your phone bill.   CAREFUL .... DON'T CALL IT.

They called and keep asking for Mr. and Mrs. V....no relationship to me. I have told them there is no one for this party. This is on my cell phone. By the way coming up on area code research. 866 is a USA toll free number. But the accents of who is calling is another story. I have blocked the number in my cell phone

Same problem here.  Who ever this is has a group of different numbers.  Beware.

The caller id showed "toll free call" and left no msg.
