What is Scam/Spam Likely?
In an effort to combat spam and scam calls, many carriers have adopted new technology. This technology is in response to the STIR/SHAKEN laws and allows call recipients to flag numbers as “spam risk” or “scam likely”. When a caller ID shows this information to a recipient, they can decide whether to answer. This information relays the flags from other recipient’s interactions with the number. Many are merely "missed call" reports and don't really reflect who actually called.

It is really meaningless since it was designed to prevent spoofed calls, but it does not, so nothing has really changed other than people now think every call is a spam/scam call.
