    My "spectrum account" gives me a 50% discount.  To claim my discount, call them at 888-284-3184.
    Caller ID says the call came from 866-884-1167.
    I have no idea who/what "spectrum" is, and I clearly don't have a "spectrum account".

    Since these scammers have a toll free phone number where they can be called, the FCC & FTC should be able to find them if they wanted to.
