how can I found out if this phone call really came from a court arbotrator

This call is from a collections agent who is clearly in violation of the FDCPA misrepresenting their agency name.  I called the agency after hours and the voicemail even states "arbitration and finalization.  Usually, agents who threaten suit, garnishment, etc are desperate and resort to illegal tactics to get money from you.  They are pathetic.  Bottom line.

They are not an actuall Arbriator they work for Castle Credit Finalization Department. They are in misrepresentind them selves and in violatin. I calle in the number myslef and asked the ladie her name that answered the phone and she said she was not at liberty to say and I said oh but, yes you are since this is a business and work there. then I asked what is the name of the company and she would not give me that either she just kept asking me if i got a call and was returning a call so, I said yes since I need to find out more if about this operation you have going on and she hung up on me. I called back and said I was returning a call and was not sure of the persons name they did not leave a name, so she transferred me to a voice message that said Hi this Robert Anthony with the Finalization depatment please leave your name and number and I wil get back with you. I did report them to Attorney General office and the trade commision as well.
