Complete scam.  You can't win a sweepstakes/contest/lottery you never entered.  Neither do you have to pay money to get your "winnings".  The mention of the prepaid, reloadable card is also a giant, waving red flag.

    It is a scam, but
DO NOT CALL THAT NUMBER BACK!

    1) The call was from a scammer, trying to entice you to send money
    2) If you return the call, it will cost you money!  (Keep reading)

Some area codes are not toll-free numbers and calls from any other area code are billed at international long distance rates.

Some curious people return the call and will immediately be charged $19.95 for an international call fee and an additional $9-per-minute charge, according to a news release from the BBB.

Consumers across the country report calls from the Dominican Republic (809), Jamaica (876), British Virgin Islands (284) and Grenada (473), as well as some other area codes

876 = Jamacia.  PCH does NOT have an office there.  You would have been instructed to send the numbers from a pre-paid card to them for "taxes".  SCAM!!
