He had called and said I won 2.5 million and a Mercedes. In order to have it delivered, I need to pay the  a fee of $399.00 thru western union to a man name Kenneth Maddox in little rock arkansa. I'm thinking if it sounds like a scam then it must be a scam... Should I call the police?

I agree, its a scam.  

You can call the police if you want to.  They can take a report.  But the scammer is probably in a 3rd world country that doesn't cooperate with US law enforcement.  (When you send money through Western Union it can be picked up anywhere, not just in the city you thought you sent it to.)  The can't be found and prosecuted.  Besides, if you didn't fall for it no crime was committed.

Don't send them money.  They may call again.  Hang up on them.
