I have been getting calls for several weeks from a recording with a female voice saying they were looking for Kathleen Connor. It said if I didn't give them the information they were looking for, they were allowed by law to release the information they had on file.

It sounds like a scam, because they are making cold calls with a threat to release info about people who have no relation to the person being called.

Additional numbers tied to this scam.

Exactly same as above. Only for me, they used an acquaintance from over 15 years ago as who they were looking for. My question is, how to stop it and get this low life out of business.

} allowed by law to release the information they had

"Release" what and to whom? As threats go, this one has more holes than a tennis racquet. Debt collectors should know better than to extort funds with threats to blab the big secret, whatever that is. The FDCPA commands them to honor the privacy of alleged debtors, not use their supposed credit problems as weapons. It's also naughty to suggest that "we're gonna melt your phone line until we get what we want".

    FAKE DEBT COLLECTOR
I am getting this call from at least 9 different phone numbers more than 10 times a day. I do not owe anyone anything. Please, anyone that gets these same calls, report them as a scam to the FTC. FBI, and any other agency that you can. That is the only way to get these people shut down.

Got another call from this scammer today with the same message as before. I agree with the comments above.  This is either a debt collector or a phishing scam.  Don't give them any info, and do not press any numbers, that will just verify that your number is a live person.

Received call, which activated a recorded message when I said "Hello",  asking to verify the location of an individual who does not live at my address or has access to my phone.  Insistent that I call the number back, even if I was unable to verify the location of the individual in question.  Vague references to legal mandates to provide this information, but I hung up the phone before the message completely finished.  No idea who these people are or what they were trying to do, other than get the contact information for the individual referenced in the call.  Definitely suspicious, mostly likely some type of scam,  and the caller ID was unknown although the recording claimed to be some type of Location Verification Service.

Hmph ..... Might have known I'd see that acronym. Let's try this on for size:
Forward Movement Recovery / FMR / Concord Resolutions / Concord Resolution Inc / Keystone / West Coast Collection / Worldwide in Buffalo, West Seneca NY
linked to infamous sprawling Bahamas Marketing Group and WorldWide Processing Group in Blasdell NY

Forward (Bowel) Movement is a frequent flyer business name on 800Notes. These Buffalo Bullies are known for illegal collection of plain junk debt and payday loan claims. They routinely make false arrest and summons threats, refuse to validate debts, and pretty much follow the pattern of many other bogus collectors. One of their reps once claimed the FDCPA "doesn't apply" because they're working from New York.

The CFPB and FTC also help debunk this form of extortion:
    FTC alert: "Fake Debt Collectors"
CFPB Q&A: Can a debt collector try to deceive me to collect on a debt?

Block the 877 area code. Even better block all toll free area codes. Most calls from toll free numbers tend to be scams.
