They contacted a neighbor of ours, called him by his first name (that he never uses) and wanted him to give a message to us. Isn't this illegal???

Will call and then won't say anything or they will call, hang up, call, hang up and this will go on and on.  This has been happening for 14 months.

They called me too, but I don't know why?
