Debt Collector???? Keeps leaving recording for someone else

We need legislation against these frauds.  I received automated call from this number from alleged debt collector looking for a person who does not live here.  As I have unlisted, unpublished number I hate people wasting my time on my phone...which I pay for the service.  They should be forced to pay any fee I demand if they are unwanted solicitations.  I am on the NO CALL LISTS thank you.  So I call to invite them to remove my number and there is a recording about a new 10-1515 to 800 number which will charge 5 dollars to my phone bill.  No thank you.  I am seeking the proper legal authority to report these jerks to.
