Wants to sell you an internet, phone, and tv service package

CID was both Unknown Caller and Toll Free Caller.  It is supposedly Charter Spectrum  trying to sell cable packages.  Beware of these calls since Spectrum should know it is calling people on the Do Not Call list and could get in lots of trouble....if it really is Spectrum calling.  I have my doubts

The caller was a female from an Asian country very hard to understand and did not know what she was being asked. Toll Free Caller selling (or as they put it a survey). They seemed to want your address so they can check and see what TV, Internet, or Phone services were available in the area.  Which led me to believe there were acting as a front to see which provider would work best for your area. Well I already know the answers to those questions.
She gave a company name but after 4 times asking her, I still could not understand what she said.

SCAM - I am not giving you any information!

As I already have spectrum the heavily accented caller wasn't quite sure how to reply when i said sure i'll keep this package and you can lower my bill to your promised price of 89$ for 12 month top tier. He hung up.  Somehow I think my bill wont be lowered :D

I get repeated calls from this number, every time it is a telemarketer with the worst attempted English by anyone with the thickest Asian or India accent I ever heard. I think I make out the word "Spectrum", but that is the only single word that is clear. Every time I have to tell them "quit calling me and remove my number", but I guess it gets lost in translation for them somewhere and they keep calling.

I have Spectrum internet, cable and VIOP phone from them, so I called about this and the person I spoke to said that this is not Spectrum but some sort of scam.

Received a call from this number at 6:30 AM this morning,  Didn't answer it.  Who the heck calls at 6:30 AM??? Stupid scammers!

Calls no voicemail left, called back and could not connect.

Called my number today at 6:11Am. Woke up my family, called back and phone number not in service. My calls detector reads "Tool Free Call"  I have a landline and I am also tired of these unwelcome calls.  To block these numbers I enter *61 "number" then # and number will be blocked. To unblock: *80 "number" then # and number will be unblocked.  Anonymous call rejection for AT&T press *77.  To deactivate press *87
I already listed my phone at the national do not call registry https://www.donotcall.gov/register/reg.aspx but with all of this the system sucks we need legislation to stop this abuse.
