It may be legitimate for Brighthouse / Spectrum Payment Center, but the CSR I talked to was incompetent.  It made me suspicious that it was a scam as well.

I received multiple calls over a period of days. Sometimes left a message, sometimes didn't. The messages said to call this number about important changes to the status of my account. Since the number is not listed as an official Spectrum/Bright House number, I did an online chat with Spectrum. They informed me there were no notations on my account, and I was in good standing. Furthermore, they said that number was not listed as one of their phone numbers, so they gave me instructions on how I could block it.

I sometimes answer these calls for laughs. This one was a message stating that Bright House Custlmer Service wanted me to call them back (at a different number) for important information.  Bright House was bought by Spectrum and no longer exists. Likely information mining.
