it's a collection agency

I keep getting calls from an unidentified caller who leaves this phone number in order to return his call. He tells me that he is calling me to give me a heads up about a civil suit that a local bank is filing against me in an adjacent county. He cautions me not to respond to any mail or calls that I get from the county without first talking to him. He believes the matter can be cleared up if I would call his office.

The county that he references is one I have not lived in since 1996. So any civil action that could be filed by a bank against me in this county would have to go back to a matter that is at least 14 years old.

This definitely comes across as some nice guy calling to warn me that a bank is in the process of filing a civil suite against me and that if I would call him he is sure we can clear things up. Sounds like a scare tactic to me.
