It is not illegal to print such excerpts of the law on a mail item. It is only there to make the letter seem more important than it actually is.Quote:§1702. Obstruction of correspondence
Whoever takes any letter, postal card, or package out of any post office or any authorized depository for mail matter, or from any letter or mail carrier, or which has been in any post office or authorized depository, or in the custody of any letter or mail carrier, before it has been delivered to the person to whom it was directed, with design to obstruct the correspondence, or to pry into the business or secrets of another, or opens, secretes, embezzles, or destroys the same, shall be fined not more than $2,000 or imprisoned not more than five years, or both.
That is just the indicia of one of a number of companies that provide bulk mailing services. These companies will generate letters and postcards based on specifications given to them by their clients, print and then mail them to the people on mailing lists also supplied by their clients. Evidence online (including complaints posted about them) indicate that this is an actual business, not some group of clandestine scammers. While they practice an awful marketing strategy and employ high-pressure sales agents, that does make them a scam. (Unethical and undesirable certainly, but not a scam. If those things were necessarily criminal, just about all automobile dealerships would be closed.). As long as they uphold and fulfill the coverage defined in the warranty policies they sell, then they are considered legit.

If you are still insistent that the letter you received represents a scam, then this is what you need to do:- Take the letter AND the envelope it came in to you local Post Office.
- Give both items to the Postal Clerk behind the counter.
- Tell the Postal Clerk that they need to be forwarded to the local Postal Inspector because you believe it is a scam.
Or, you can do what most people who recognize this as "junk mail" do, which is to drop it into the trash, recycling or home office shredder and then just forget about it while getting on with their lives. - SLPI'll add my info to the list.
