"Blocking" does not make it impossible for the "blocked" number to call you, it only stops calls from the "blocked" number from ringing your phone and usually transfers them to voicemail (thus the messages). "Blocking" does not convey any information to the caller that they are "blocked" or that you do not want them to call you. They just see that you did not answer the call and schedule another call for later in hopes you will answer, and that repeats every time their call is "blocked".
