just got a call from the, they restricted their number  on my caller id. who are they?

Called on my cell phone twice as unknown number.  Left voicemail message.  Male voice identified himself as Patrick Sullivan who is trying to contact me regarding an order they are attempting to delivery to me.  Instructed to contact mediation firm within 48 hours to discuss charges.  No contact within 48 hours will be in non compliance.  And warned that this is a final and official notification for me.  
I have been getting these annoying unknown calls and have been threaten to be arrested at my place of employment.  I have reported these calls to the local authorities and filed complaints with the Federal Trade Commission.  They still won't stop calling.  After meeting with my attorney I started documenting the date and time of these calls to sue for a claim.

I got the same thing. They call and don't identify who they are or where they are calling from but threaten to have me arrested at home or work.
