    The number belongs to  Penn Medicine,   associated with the Hospital of the University of Pennsylvania,  in Philadelphia.   If you had any procedures there,  including if you visited the Clinic for Smell and Taste disorders of the University of Pennsylvania,   then you most likely got a bill for them and they are following up because you did not pay on time.
