This is the listed phone number to call in an international scam that is arriving in the mail.  The crooks claim to have a winning cash prize for the "lucky" receipent in a "Consumer Promotion Draw", however the tax on the cash must be paid prior to their releasing the prize. Of course once the contact is made and the "tax" paid the crooks disappear.
