I received a call from this number, stating that I had a two hour window to call before court papers were going to be served on my from my home and/or my job.  I have no idea who these people are

who are these people is it a scam

If it were truly legal anything, they would know your address and they wouldn't be calling from a toll free number. This is a collections agency I'm sure

I just got the same call from this number left on a vm on my job. Hz they told me what they told you did you call them back and did you get served?

I have been getting the same type of calls.  An Amanda Rodriguez says that She is with the county that I live in and that I have a two hour window to call back before a uniformed officer will make 3 attempts to contact me.  After 3 attempts, I will be listed with the court as "unable to contact".  Calls from one number but leaves a toll free call back number.
