    Mistakenly answered once. Guy was extremely hostile when I said that he was calling a wrong number.

    Source Resource Management was callling about PayPal Account.  Since they would confirm my address and they wanted me to set up a payment plan, I  declined to give any additional information

    Yeah, I just got the phone with him.Guy said they don't take checking accounts.Only debit cards.I told him I don't use a debit card.He said you'll need to send in a payment each month.I said you could send me a bill and I'll return a payment.He said we can't send out bills.We can't use checking accounts and we can't send emails.It's a law I said, well, I'll try my best to send a payment.But I can't guarantee I'll remember without a bill

    This appears to definitely be a scam, but when dealing with any debt collector the following information is useful:

    It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

    Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contain a “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.  If and when you get that letter you should immediately send that dispute/debt validation request letter by certified, return receipt mail.
