This is a debt collector and one that is breaking all of the rules. First, they called for the wrong person, then left a detailed message about an order that came across their desk. They provide a claim number and state that the call is intended to validate the address and phone number. Since I have an answering machine, they ASSUME no response is an admission and state they HAVE verified the information and the "client" has 30 days to call and discuss the charges. They threaten that charges will be filed so they can collect (implied as in court). I THINK this is a debt collector for people who skip out on rent.  They also use number 800-928-4131. Their claims all seem to be a 7 digit number starting with 18.

Judging by your description this is probably not a debt collector but rather a con man pretending to be a debt collector.
