I received a very cryptic voicemail from this number and it stated that charges have been put against my social security number and that legal action will be taken if I do not reply. The machine spoke in a very low volume; even though my volume was all the way up, it was very hard to hear. The machine told me that if I did not call back, I would be arrested. I'm assuming the caller just wanted my social. Creepy.

At the least, that's what they want. They more than likely want money for some made-up reason. Just FYI, the Social Security Administration doesn't initiate contact by phone but by US mail. Your social security number can't be cancelled or suspended either. Block and ignore such calls if you can.
