They are harrassing my mother who is 80 yrs old and lives in puerto rico.  I live in the states, why are they calling her and how they got the number

When I answer, it is just a dead line. This is a brand new (not even 2 days old) cell phone line. How in the world do they even have this number? I haven't given it to a single person yet. All I've done is register it on the Do Not Call list yet they are calling me.

These people call me everyday but won't tell me what it's about.  I don't have anything outstanding and have no idea how they got my number.

This number calls me almost every day.  They've never left a message, so I've never answered.

I just recently got this number less than a year ago.  Ever since I got this number I have been getting calls from collectors and such but I have simply just told them you have the wrong number and that person doesn't have this phone number anymore.  They usually tell me thank you for your time and sorry to bother, but not this phone number.  This number has been calling me at least once or twice A DAY for the pass month!  They leave no voicemail and when I call it says an agent will be right with me and when I get to an agent and try to explain to them they have the wrong number and stop calling they hang up on me.  How do I get rid of them!  I think its a debt collector but I am not certain.
