Its definitely a scam. I'm so happy that I didn't give them my full ssn because they were asking for it. I had closed my CitiBank account in July and was confused. Saw this message board and called the Citibank from the direct Citibank website. They confirmed it is a scam and I'm so thankful that I didn't feel comfortable giving the scammers my ssn.

They are driving me crazy with calls and emails asking for personal information otherwise my account will be blocked. when you call it is always the same person DiAna. Citibank call center has only one person. It is definitely a scam

I don’t bank with Citi any longer and received the same call giving me ref number that started with KYCxxxxxxxx and telling me it was not a sales call and they would only take a few minutes of my call.

KYC stands for "Know Your Customer".  They might need to verify information for tax documents?  Anyway, if you call them back you should use their known, published phone number and not this one.
