This is not a scam. This is a call from the Illinois Dept of Healthcare and Family Services regarding your Medicaid and possibly Medicare coverage. If you don't want to confirm you SSN, ask if there is another way to confirm your identity.
These calls are most likely involving some new changes to the way Medicaid and Medicare are being administered in Illinois. As a result, some people (depending on the type of coverage) need to either choose a specific plan or opt out- your choices would depend on your situation. However, ignoring or blocking calls makes it more likely your plan will change without your input. That cell phone isn't tied to any 'insurance plan'. If it's the government, they are clearly buying the spoof lists from the same people selling social security numbers to illegals. And since we have real insurance (not some government POS), they can't do anything to him. They either need to get a better spam list provider or stop calling.
