debt collector with a wrong number will not stop calling?? cell phone might have been someone elses??

I get a calls at my home # 916-682-5775 from this number 888-228-0483 average about 3 times a day as shown on my caller ID. They need to stop this insane message that they play before the answer machine even records the whole message. I havent been able to retrieve the whole message as it cuts off by the time my machine starts recording.

These people have been calling my cell phone since I got it several years ago. They are looking for someone I've never heard of but they won't spend enough money to find out who my number really belongs to.
