illegal fax solicitation

I called this number as we receive travel faxes from them weekly.  The name of the company is reportedly "Travel Consultants".  They offer several deals w/ air 3 days/2nights hotel.  Supposedly use Jet Blue, Delta, SW, United or American.  Hotels:  Wyndam, Sheraton, Marriott & Hilton.  No timeshare affiliation.  You have to pay with "Check by Phone" as you have 1 year to use it and credit cards are only good for 6 months. (FALSE:  If you paid today by c.c. they would have their money regardless of when you use it.  C.C. payment would also give you recourse to go back and recoup monies.)  I was then told I would pay, for 4 passengers, $149.98 pp or $600 today by check.  The only requirement is that you give 60 days notice prior to travel and that you can not travel during the week of a major holiday, and minimum of 2 passengers.  When you want to book you call a "Booking Agent" and at that time you are charged $69 fee pp and a $15 per room daily tax.  Upon completion you receive, via certifed mail, your travel vouchers.  

I asked how they can offer this so cheaply and was told that "Travel Consultants" does a huge amount of corporate travel and in their contract with their customers, it states they must buy back any unused travel once a year.  In other words, overbooking.  This sounds to good to be true.  Has anyone booked with this company and had legitimate results?
