    The call was a recorded message. Said that I had paid for Tech service from their company and now the company was closing and they wanted to refund my money. Very hard to understand. Had to listen to it 3 times to really understand message.

    Definitely scam. Left message to call back saying Windows was refunding money. I knew it was scam. but wanted to check to be sure. Heavy foreign accent guy tells me the refund is from Dell. Do you remember paying $249. Not really I tell him. So I ask him what name does he have on the account, very politely, and he responds "F**K Y**! and hung up. So I called back, and the same dirtbag answered, to which I blistered his ears good, firing off expletives so fast I even surprised myself.
