harrassing bill collector that LIES about working for GOVERNMENT

I recvd a call from these people on 9/8/2011 saying I owe on a debt, they would not give me an address or even a zip code. They of course wanted my credit card information. Does anyone know who they are?
The answer their phones Capital but when asked they say they are Capital One Associates or Capital Legal. They can't even tell me who they are. Please help!...

I got a voice mail message from these people. The person did not leave his name or phone number, says he is calling from Capitol Associates and that he is a process server. Has anyone ever heard of this company? Please help!...
