- KrcSame experience as other commenters here. They leave a message that's automated, uses my old married name that I haven't had in 13 years, said that there's been an urgent change to my account and to call back at 888-514-1230 and then they leave a reference number. I don't have any collections accounts or any debt open, I have no open court cases or anything like that so I know it's a scam. Called twice today, both times came in as a 603 area code number which is the same area code as my phone number. Did not pick up either time.

This appears to be a Fake Debt Collection scam, but when dealing with any debt collector the following information is useful:

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it. You are not obligated under the law to prove that you don’t owe or that it is paid.
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contain a “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified. If and when you get that letter you should immediately send that dispute/debt validation request letter by certified, return receipt mail.

As far as the caller knows, they have the number of the someone they were asking for. They simply have information that ties the number they called to that someone's name. That information does not indicate that number is now "your" number.Jordan wrote:... they shouldn’t even have my number.
Phone companies recycle phone numbers. Any phone numbers you gave up in the past are now somebody else's number. The number you currently think of as "yours" used to be assigned to other people in the past. The call you received was meant for one of those other people.
You can control who you give "your" phone number to, but you have no control over who that number was given to by past subscribers to it or how it was stored. Records connecting "your" number to other people who once used it will continue to exist long after you stop using "your" number. - DakI have been receiving multiple calls and voicemails from this phone number and many others that leave the same voicemail "this message is for XYX about a change on your account, please call us at 888-514-1230 with reference number 207XXXX"
However, the name used was a deceased relative, Today I figured I would call them back. It is a collections agency They said the name very quickly but I did hear "and associates" which is most commonly correlated with debt collectors via a small time law firm and when I mentioned that this is not the deceased relatives number, the rep I spoke too mentioned that if they cannot contact the person on the account, they will call any other associated phone numbers (me and said family member were on the same phone plan many years ago)
They apologized for calling me about a deceased relative, and assured me they would contact the appropriate account rep and let them know that the person they were trying to reach is deceased, and they will delete the file and remove my phone number.

Few people here return the calls, understandably so. If they did return the calls, the mailing address of the collector may have been established.
There's a thread on "Harrassing Calls From a Debt Collector"... on page 297 Resident47 writes,

That is true, if the caller is a real, legitimate debt collector. However, if the debt collector is fake (and the posts here tend to support that thought), then there is no address to send a cease and desist letter, and they would not abide by it even if it could be delivered. Scammers such as this will demand payment over the phone, either by credit card or debit card (which allows them to grab the money right away), they do not want to wait for a payment through the mail to an address that could lead Law Enforcement to them. Thus, they do not have an address. This number (888-514-1230), appears to be the same firm calling from (866-909-0074) based on using the same reference# in my "case".

But, ask yourself if you have any outstanding debts that you have failed to fulfill and that have gone to collections.
If your answer is "No", then your call was a scam call.
If your answer is "Yes", then possibly your call may have been a bona fide debt collector trying to collect what you owe. Same issues as others here regarding spoof numbers, contacting relatives, etc and many , many calls. All of which would have be ignored if they had not consistently bothered a 97 year old woman creating stress.

They don't have a physical presence as shown on their website. All of the pics they use are stock photos.
The address they use is actually the location of PAKMAIL, a packing and shipping service in a shopping center.
Do they receive mail there? I don't know, I never got the chance to ask.
When asked "how can I direct your call?" I stated " I need you people to stop calling me". The girl said "ok, so we need to get you on a "no call list?" I said yes and gave her my number. She associated it with my name and said "ok you're on the no call list" I told her I had two more numbers I wanted on that no call list.. She said "why would we do that?'' I said because "you are bothering a 97 year old woman so don't call any number associated with me". She said " no we can't do that, they'll just keep calling" and she hung up with "have a good day".

Could not find any evidence they are licensed to collect debts in Washington State, nor even registered as a business of any type in the State.
To avoid bothering that elder lady, block their numbers (which will stop the calls from ringing her phone) and then just delete any voicemails they may leave.
As long as they keep up the payment for the "Suite", mail sent would be delivered to the box otherwise Pak Mail would have to mark it for return to the sender and turn it over to the Post Office. How often this outfit picks up any delivered mail and what they do with it is the question.
